It's become clear after Umbrella sealed the city, communications were cut off, and all other avenues of escape were destroyed, that survival is the top priority. And in order to survive in Raccoon City, you need to defend yourself against the monsters that inhabit it. Nobody gets far without a weapon. Unfortunately, in the initial outbreak and subsequent raidings on local gun shops, it's become next to impossible to find a good weapon or ammunition cache. There is one still remaining in the city, and it's in the most obvious place: The weapon storage locker of the Raccoon City Police Department.
90% of the officers in the building have been killed, either due to the monsters inside, the homicidal Chief Irons, or general insanity. So they probably won't mind if you help yourself to a weapon or some ammo. However, getting to that locker may not be so easy, as zombies are not the only things crawling around in there...
